At the request of Councilor Dempsey Council observed a moment of silence for troops in Iraq.
Council adjourned to Executive Session at 5:10 PM to discuss pending litigation and the financial history of a particular corporation. They returned to open session at 6:30PM.
Presentations and Proclamations –
Tourism Week
The City Clerk read a proclamation for the Mayor proclaiming May 8-16 as National Tourism Week in the City of Auburn. Chuck Mason Vice-President of the Cayuga County Visitor and Tourism Bureau and Jesse Kline, Communications Specialist spoke to Council on the work of the Bureau and impact of tourism on the local economy.
Annual Preservation Awards Program – National Trust – Historic Preservation Week.
Mike Deming, Chairperson of the Historic Resource Review Board reported that May 13th marks National Trust - Historic Preservation Week. One behalf of the committee he presented awards to individuals that have invested time, effort and money to restore and preserve various properties in Auburn. Those individuals were:

ü He has received a lot of feedback on the Trash Bag proposal.
Public to be Heard –
Captain Paul Hernandez, Army National Guard in Auburn commented on the resolution to be voted on and an event on June 5 at the Armory.
Bill Atkinson, Auburn, commented on the Christmas Parade and Ted Case.
Donna Gleason Perrine St. –spoke in opposition to the trash bag fee.
Joe LeoGrande, Genesee St. – spoke in opposition to the trash bag fee.
Greg Rigby, 124 Owasco St. - spoke in opposition to the trash bag fee.
Frank Benosky, Auburn Landlord – spoke against the trash bag fee.
Jim Serendo, 29 Van Patten St. – spoke against the trash bag fee.

Resolutions –
Council Resolution #60 of 2004 in support of the America Supporting Americans Program and adopting the 1st Battalion 108th Infantry, New York Army National Guard. Councilor Hunter asked by motion for an amendment to omit the second paragraph, there was no second. Vote: Councilor Jacobs, McNabb, Dempsey and Mayor Lattimore – aye. Councilor Hunter Abstained. PASSED
Council Resolution #61 of 2004 authorizing a public hearing to be held on the Thursday May 20, 2004 at 6:00 PM concerning the City Managers Recommended 2004-05 budget. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Lattimore – aye. PASSED
Sewer-Water Repair/Replacement Resolution #62 of 2004 authorizing the financing of water and sewer lines under the Sewer Water Repair Replacement Program. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Lattimore – aye. PASSED
Sidewalk Resolution #63 of 2004 authorizing the financing of sidewalks on the 2003 Revolving Loan Sidewalk Program. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Lattimore – aye. PASSED

Budget Work Session – Public Works.
Jerry DelFavero, Superintendent of Public Works, along with the City Manager, reviewed the proposed budget for Public Works. Council discussed.
